Link card use by another person?

My friend who has a link card (food stamps) heard that the credit card information used to pay the remaining balance on a link purchase (such as when you're purchasing both things that are covered by link and things that aren't) is made available to DHS. (ie, name, credit card number, etc.) Is this true? If you're at the store with someone who's helping you make your purchases, why should DHS have access to your friend's info? Or even the link card holder's credit card info?
