Should Eric Holder investigate the Black Panther Party for Policeman Murder Spike?

The Black Panthers told their followers to kill policeman, and 11 were killed in 24 hours. Shouldn't the FBI investigate the murderers- who mostly got shot dead, connection to the Black Panther party?
