We need work experience to get work permit?

Hi my name is saurabh. I just finished 3 year Diploma in IT and now waiting for result. I am a fresher and don't have any work experience. I want to work in europe. To get work permit, do i need some work experience? If yes, then how many years of work experience? As a diploma holder, i don't have any specialization but i can do any kind of work related to computers.
