IMMIGRATION ISSUE; CITIZEN OR PERMANENT RESIDENT?
My mom is wondering whether to petition for her brothers herself or her mother. She is a U.S. citizen and I though only citizens can petition for blood relatives. But my mom heard that a Permanent Resident holder (her mom, my grandma) can petition also. Is this accurate?
