How can I make this costume?

the shoulders,necklace,and the thing that goes around the waist looks like gold 1 has a ruby the other 2 sapphire,but the dress is a little harder it can be anything like silk or cotton what ever you thing is a good choice for it and if your going to include the sword try to find some one that knows about metal works
